Arkansas IAR CE: first year and registration changes
Arkansas first required IAR CE for the 2023 calendar year. A rule’s effective date, your registration date and your first reporting year are different entries in a useful CE record.
Who needs Arkansas IAR continuing education?
Arkansas Securities Department guidance covers IARs of both state-registered and federal covered firms. The annual requirement is twelve credits: six Products and Practice and six Ethics and Professional Responsibility. Start with your individual registration record, not the firm’s SEC registration or your mailing address.
Why does the rule mention 2022 when CE started in 2023?
Rule 302.02(m) took effect August 1, 2022, but the department identifies 2023 as the first compliance year. Its guidance gives a newly registered IAR until the end of the first full calendar year following initial registration. An adviser with earlier registrations should ask the firm to confirm how an existing obligation affects that timeline.
Check reporting years before adding more courses
Arkansas places responsibility on the IAR to ensure the provider reports completion. Excess credits do not carry forward. Its guidance also addresses missed-year consequences and returning after an unregistered interval; a gap can require examination or CE questions to be resolved before re-registration.
Keep renewal-payment confirmation, course completion evidence and the FinPro transcript together, but treat them as different records. Payment for registration or for a course is not evidence that the course was completed and accepted.
Planning example: a move and an older balance
Fictional planning example. An adviser adds Arkansas while the transcript still shows an older reporting-year shortfall elsewhere. Rather than treating the Arkansas start date as a reset, the adviser makes a timeline of registrations, withdrawals and outstanding categories. The firm and regulator confirm which years need attention before a course purchase.
A useful worksheet has one row per reporting year, with columns for Ethics, Products and Practice, previous Course IDs, completion evidence and unresolved reports. Record who will answer each open question and when you will check the transcript again.
Choose subjects after confirming the obligation
If FINRA or professional-designation CE could overlap, ask which exact credits qualify; do not subtract them from the balance until their treatment is confirmed. Then compare the FinPro balances and prior Course IDs with the course catalog. Topic guides and samples can help you select relevant learning after eligibility is clear. Allow time for provider reporting and the current renewal-processing schedule.
Quick answers
Did Arkansas require CE for 2022?
The department distinguishes the August 2022 rule effective date from the first CE compliance year, 2023.
Can extra Arkansas CE credits cover the next year?
No. Arkansas guidance says excess credits cannot be carried into a later reporting period.
Does changing firms erase a CE shortfall?
Do not treat a firm change as a reset. Review each reporting year and resolve outstanding credits or reports with your firm and regulator.
What should I check before buying an Arkansas IAR CE course?
Confirm your obligation, remaining categories, prior Course IDs and any recognized overlapping credit, then verify the exact provider and course approval.
