Hawaii IAR CE: first reporting year and course checks

Hawaii first required IAR CE in 2024. The rule took effect in November 2023, so use the compliance year and your own registration history when setting a learning schedule.

Who needs to review Hawaii’s CE rule?

The Hawaii DCCA announcement identifies both state-registered and federal covered IARs as covered by HAR 16-39-454.5. The program follows the twelve-credit IAR CE framework: six Ethics and Professional Responsibility and six Products and Practice credits. Check your individual registration rather than inferring an exemption from the firm’s federal status.

What is the first-year deadline?

The rule took effect November 28, 2023. DCCA identifies December 31, 2024 as the first deadline for IARs already registered at the start of 2024. Newly registered IARs have until the end of the first full calendar year following initial registration. Ask your firm how earlier CE-state registrations affect your own schedule.

Verify overlapping credit before counting it

DCCA says the rule accommodates certain broker-dealer and professional-designation continuing education. That is a reason to check recognition, not a blanket exemption. Identify the exact provider, Course ID, category and approval; ask which part of the IAR obligation the other program can satisfy.

Keep registration renewal separate from education and reporting. Review FinPro after a provider reports a completion, and leave time for questions before the current renewal-processing cutoff. A historical first-year notice does not supply a current provider turnaround guarantee.

Planning example: first registration during the year

Fictional planning example. A person registers in Hawaii during the year and has a certificate from an unrelated professional training program. The person asks the firm to establish the first IAR reporting year, then checks whether the certificate has any approved IAR CE value. These questions are answered separately; neither the calendar date nor the certificate alone determines a purchase.

Write down the initial registration date, all earlier IAR registrations and the category balances shown in FinPro. Add a question for each item that the record does not explain. Confirm timing with DCCA when the registration history is unusual.

Plan learning after confirming the year

If CE is due, compare the course facts and samples with the confirmed category gaps. Use the FinPro selection guide to check previous Course IDs. Choose new learning that fits the requirement; do not assume extra courses taken early can be reserved for another year.

Quick answers

Did Hawaii CE first become due in 2023?

No. The rule took effect in November 2023, but DCCA identifies 2024 as the first CE compliance year.

When does a newly registered Hawaii IAR start CE?

DCCA describes the end of the first full calendar year following initial registration. Confirm the effect of any earlier registrations with your firm.

Are representatives of federal covered firms included?

Yes. DCCA’s announcement includes both state-registered and federal covered IARs.

Can I rely on a designation certificate alone?

No. Verify the recognition conditions and exact IAR course approval, then compare the reported category credit with FinPro.
