Illinois IAR CE: the first 2026 reporting year
Illinois’s first IAR CE year is 2026. The rule was adopted in 2025; the adoption date does not create a 2025 CE purchase requirement.
What does the Illinois rule require?
The adopted 14 Illinois Administrative Code 130.881 establishes six Ethics and Professional Responsibility credits and six Products and Practice credits per reporting period. NASAA lists Illinois’s first CE requirement as January 1, 2026. Confirm your individual first reporting year with your firm, particularly if your registration began during the year.
Check FINRA credit and any individual variance
The rule provides conditional Products and Practice recognition for IARs who are also agents of FINRA-member broker-dealers and meet the applicable FINRA CE criteria. Do not treat that recognition as completion of the Ethics category. Verify the reporting process and recorded credit before ordering another Products and Practice course.
A variance is an individual decision granted by the director under the rule; it is not an automatic exemption based on experience, age or a designation. Keep a written determination with the compliance record if one applies.
Build a first-year reporting checklist
Illinois does not allow excess credits to carry into a later reporting period. Separate the registration renewal process from the CE balance and provider report. For a 2026 plan, use current reporting instructions rather than dates from the 2025 rule-adoption notice.
Check FinPro for the applicable year, each category and prior Course IDs from other registrations. Ask your firm whether an older deficiency must also be addressed. Keep completion evidence until the provider report and transcript agree, allowing for the current processing timetable.
Planning example: a dual registrant entering the first Illinois year
Fictional planning example. An established Illinois IAR also completes FINRA training. Before purchasing a twelve-credit pair, the adviser asks whether the qualifying Products and Practice recognition is recorded and whether any older CE-state balance remains. The next course is selected from the confirmed gap, not from the fact that Illinois is a new CE jurisdiction.
The worksheet separates Illinois’s first compliance year, the adviser’s registration date, recognized overlapping credit and unreported completions. Each entry gets its own supporting record so a missing report is not mistaken for missing learning.
Choose courses after the record is reconciled
Use FinPro category balances and prior IDs to compare the individual courses. Read the topic guides and actual samples to assess learning fit. A course purchase cannot establish registration eligibility, grant a variance or guarantee that credit is accepted.
Quick answers
Is Illinois a 2025 or 2026 IAR CE jurisdiction?
The rule was adopted in 2025, but NASAA identifies January 1, 2026 as the start of Illinois’s CE requirement.
Can qualifying FINRA CE replace Illinois Ethics credits?
The conditional FINRA recognition concerns Products and Practice. Do not assume it satisfies the Ethics requirement.
Does experience automatically waive Illinois IAR CE?
No automatic experience waiver is asserted here. The rule provides for an individual variance granted by the director.
Can excess Illinois credits be carried into another year?
No. The adopted rule prohibits carrying excess credits into a later reporting period.
