Rhode Island IAR CE: understand the two status fields
Rhode Island’s first IAR CE year was 2025. Its regulator distinguishes an IAR’s CE status from the registration-status label; read both before deciding what remains to be done.
Who needs Rhode Island IAR CE?
The Department of Business Regulation’s 2025-1 bulletin includes IARs of both state-registered and federal covered advisers. The annual split is six Products and Practice and six Ethics and Professional Responsibility credits. The bulletin gives newly registered IARs until the end of the first full calendar year after initial registration; confirm how your existing history affects that start.
What do CE Inactive and Approved–Pending IAR CE mean?
The bulletin identifies CE Inactive as a CE-status field and Approved–Pending IAR CE as a registration-status field after the first shortfall. It describes termination for unresolved CE at the close of the next calendar year. These labels should trigger a review with compliance; they are not a general assurance about a particular person’s authority to conduct business.
Check recognition and reporting before buying
230-RICR-50-05-2, section 2.7 contains the recognition and compliance rules, including conditional home-state treatment. The bulletin emphasizes the IAR’s responsibility to ensure provider reporting and prohibits carrying excess credits into the next year. Keep renewal-payment confirmation separate from the evidence that required CE has been completed and reported.
Planning example: two screens, two different labels
Fictional planning example. A Rhode Island adviser sees a CE warning in one screen and an approved-with-CE-condition registration label in another. Rather than dismissing one screen as an error, the adviser records both statuses, the reporting year and the outstanding category. Compliance checks the registration consequence while the provider investigates any missing completion report.
Keep the exact Course ID, completion date and evidence with the question. Check older years as well as the current one. Use the current timing guide to leave room for reporting and reconciliation before the relevant deadline.
Turn the resolved status review into a course plan
Compare the confirmed gaps with FinPro and prior course records. Then use the course catalog to select the relevant category and topic. If qualifying FINRA or designation credit is being considered, verify its treatment rather than assuming a full pair is necessary.
Quick answers
When did Rhode Island IAR CE start?
The first compliance year was 2025. Confirm your own initial reporting period from your registration history.
Are CE Inactive and Approved–Pending IAR CE the same field?
No. DBR’s bulletin describes separate CE-status and registration-status labels. Review both with compliance.
Can excess Rhode Island credits carry into the next year?
No. DBR’s bulletin prohibits carrying excess credits forward.
Does an apparently approved registration eliminate a CE shortfall?
No. Inspect the complete registration-status label and the CE record; the bulletin describes a registration status that still has a CE condition.
