U.S. Virgin Islands IAR CE: territorial registration checks

NASAA lists the U.S. Virgin Islands as a 2025 IAR CE jurisdiction. It is a territory, and its securities registration should be checked explicitly alongside any state or District of Columbia registrations.

Where is the territorial CE authority?

The Office of the Lieutenant Governor’s Division of Banking, Insurance and Financial Regulation resources lists Bulletin 2025-01 on IAR CE adoption. Use the Division for current territorial implementation instructions and individual registration questions. NASAA’s map verifies the 2025 start; it does not establish a particular adviser’s balance or eligibility.

Which questions need a territorial determination?

The common NASAA IAR CE framework is six Ethics and Professional Responsibility and six Products and Practice credits annually. Confirm whether and when that obligation applies to your own territorial registration, including any earlier CE-state history. This page does not assert a territorial exemption, special waiver or detailed local recognition condition that has not been verified.

If you expect FINRA, professional-designation or another jurisdiction’s CE to count, ask the Division and your firm which conditions apply. Keep that answer separate from the course provider’s description of what it teaches.

Organize a multi-jurisdiction record

List the U.S. Virgin Islands registration separately rather than placing it in an unlabeled “other states” category. Record its effective dates, other IAR registrations, the principal office and the reporting years shown in FinPro. Check previous Course IDs and missing completion reports before adding a purchase.

Keep renewal payment, course completion, reporting and accepted credit as four checkpoints. Use the current processing guide for the general reporting calendar and confirm territorial instructions directly. Do not multiply purchases simply by the number of jurisdictions on the worksheet.

Planning example: territorial and mainland registrations

Fictional planning example. An adviser has a U.S. Virgin Islands registration and a mainland state registration. The adviser asks compliance to establish the applicable reporting years and any recognized overlap, then compares both with one carefully reconciled course history. The territorial entry is not omitted because a state-only checklist lacks a space for it.

The worksheet identifies which authority answered each applicability question, the remaining categories and the report still being investigated. Any local interpretation not yet received remains an open question rather than an assumed exemption or requirement to buy another bundle.

Choose courses after the territorial review

For a confirmed IAR CE need, compare the FinPro balances and prior IDs with the catalog’s categories and samples. Confirm approval of the exact provider and course. Enrollment is a learning purchase; it does not establish territorial registration eligibility or accepted credit.
