District of Columbia IAR CE: FINRA credit and shortfalls

The District of Columbia’s IAR CE program began in 2023. Washington, DC is a separate jurisdiction from Washington state, whose first CE year is 2027.

Who falls within the District’s CE program?

The DC Department of Insurance, Securities and Banking notice applies to IARs registered in the District, including representatives of state-registered and federal covered advisers. It describes twelve annual credits split equally between Products and Practice and Ethics and Professional Responsibility. Newly registering IARs should confirm the first full reporting year against their registration history.

Does FINRA CE satisfy the whole IAR requirement?

DISB explains that qualifying FINRA CE can satisfy the Products and Practice component for a dually registered adviser; it does not satisfy the six Ethics credits. Recognition depends on the applicable conditions. Confirm the reporting steps and what FinPro actually shows before buying additional Products and Practice coursework.

Check home-state recognition and older deficiencies

The District recognizes home-state compliance only when the home-state program is at least as stringent and the IAR complies with it. The notice also explains that credits first address prior-year deficiencies. These are reasons to inspect reporting years individually rather than reading only a combined completion total.

A registration renewal payment is not a CE completion report. Keep both confirmations, ask the provider about missing completions and allow for the current reporting and renewal-processing timetable.

Planning example: FINRA completion plus an Ethics balance

Fictional planning example. A DC adviser has completed FINRA training and sees an Ethics shortfall in FinPro. The adviser verifies whether the Products and Practice recognition has been applied, then checks whether the Ethics balance belongs to this year or an earlier year. A broad “twelve hours completed” note would hide those differences.

Bring the FINRA completion evidence, transcript by year and the firm’s reporting instructions to the review. Do not share your login with a course provider or assume that enrollment gives it access to your FinPro account.

Match the next course to the recorded need

Quick answers

Is Washington, DC IAR CE the same as Washington state?

No. DC began in 2023; Washington state begins in 2027. Check the jurisdiction shown on your own registration record.

Does FINRA CE replace DC Ethics credits?

No. The conditional FINRA recognition described by DISB concerns Products and Practice, not the six Ethics credits.

Can home-state compliance satisfy DC’s requirement?

DISB describes recognition only when the home-state requirements are at least as stringent and the IAR is in compliance with them.

Why should I check prior reporting years?

The DC notice explains that credits first address older deficiencies. A current completion total alone can obscure an unresolved year.
